Can I do it for minor upgrade patch - or QFE only gives delta patching?

You have nothing to do. If the property "IncludeWholeFilesOnly" in Table "Property" in the Patch Creation Property File (.PCP) is not set or "0", then Windows Installer automatically use byte level patches. Use Windows Installer 3.x Patches, if you want that Windows Installer applies the "Windows Installer 3.0 Baseline Chain Algorithmus" to reduce access to original sources.
Byte level patches are possible for QFE & minor upgrade patches (SP).
