This has been going on since a re-install of Winxp
the error is as follows:

Error number 0x80040706
Description: Object reference not set

This happens with all programs which extract/setup under InstallShield. It seems to extract, then hangs at 100% and after about a minute it produces the error above.
I've tried to boot to safe mode/same result I've also reinstalled Winxp and ran mcrepair.exe as I saw an article that seemed to apply, however it did not rectify this terrible situation.

Please someone assist me here, I've seen articles which reference this same Error Number, but none seemed to apply to my situation.

No Need to respond, this issue has been resolved.
If any others suffer from this situation the fix is simple. You need to reinstall Ikernel by downloading
ikernel.exe from installShield.com
