Condition for Custom Action

I want to invoke a custom action when setup is first installation or when it is reinstallation. That means the CA won't run during uninstall or modify mode. I tried on the conditions like "Not Installed Or (Installed And REINSTALL = "ALL")", Also tried "Not Installed Or REINSTALL = "ALL"). But they didn't work. I'd appreciate it if anyone could help me out.

Follow up my post: It works if I use REINTALL = "All" instead of "ALL".
