I am new to install shield and working on a project , which needs to install Project Manifest Plugin for the install shield I am using. I have Install shield 11 (trial) as well as Install shield 10 (licenced). but I need to upgrade these (or atleast any one of this ) with 11.5 SP1. I tried searching for this at many sites, but could not get the solution. Please help me with this. Thanks .

The current version of InstallShield is InstallShield 2011 (version 17.0) which you can purchase from a reseller of your choice.
InstallShield 10 and 11.x are no longer supported and can no longer be purchased (and don't qualify for upgrade pricing anymore).
