Is there any way that I can set up an installation so that a file association is unique to a specific file? I have one file extension (.vnp) and two .exes for this file extension and I want to open a particular installed file (via a shortcut) with one .exe and all other existing files with the other .exe.

A file association is for all files of this type (file extension). You can't say open this file with that app and all other with another app.
But why must this special file have the same file extension as the others if it's not opened with the same app?
If you really want to open this single file with one special application, why don't you create a shortcut containing the *.exe with the special file as parameter?
