I haven't seen the book yet, not sure whether it's really available already.
Since MSI 3 is still in development, and the feature set and functionality in MSI 3 was not finalized when Phil wrote the book, I don't think it will cover MSI 3 specifics. (The table of contents is available from the book page on InstallSite)
