When I attempt to uninstall our product I run into this error. The files that it is referring to are part of a merge module that is included in the setup.  Is there a way to mark these files for deletion upon reboot instead? As far as I can tell the files are being accessed by IIS. Manually stopping the service will usually allow you to continue with the uninstall but since  the setup itself does not tell you what application is accessing this file it is not viable solution for our customers.....

Should I write a custom action that stops the service during the uninstall? I would rather find another solution.....

It turns out  all I had to do was to make the files read-only. This prevented apps from locking them.
