Installing to System32\drivers directory

I wish to install a file to the System32\drivers directory, and have it removed by uninstall.
I have managed to install the file, but the uninstall fails to remove the file, and consequently the registry entries for the file are not removed either. I tested installing the file to some other directory, not in a system folder, and it installed and uninstalled fine. Does anyone know why this is occuring, or can perhaps suggest a way of solving the problem. I know I can use a custom action to do the job, but I was hoping that I could rely on the installer. If anyone has an example of an msi for device drivers, I would appreciate being able to have a copy.
