Problems with patching major upgrade in MSI 1.2

I have created a major upgrade of my project, changed the packagecode,
productversion and productcode. After that, I have created a patch file.
This patch installes fine on W2k machines with WI 1.1 on them. But patching
on Win98 machines with WI 1.2 does not work at all. The PatchWelcome dialog
is shown, when I choose 'Update', there's something going on, but after that
nothing is updated, no new file, no new shortcut, even not a updated entry
in 'Configuration | Software' panel. Trying to run the patch a second time,
I get the error: systemadministrator has set system policies to prevent...,
etc.

I have created two log files. One from Win98 en one form
W2k. I have edited them somewhat to delete the different times etc, so I can
see only the real differences. In my opinion are the problems beginning at
line 413 in Patchw98.log: "MSI © (F4:14): Not switching to server: we're
not connected to the server".
Hope somebody can say more about this.
