IE 4.0 with VB.NET 2003

How do you use Install Shield Express 4 with a Visual Basic.NET 2003 application? I click on import Visual Basic.NET project from the new project option in IE and I get a message box that says "You can now create an InstallShield Express setup from within Visual Studio. To launch the Project Wizard in Visual Studio, select InstallShield Express Projects from the Project Types list in the New Project dialog and double-click the Project Wizard icon." The only problem is, I don't have InstallShield Express Projects anywhere in my New Projects Dialog.

Did you install Express before or after installing Visual Studio?
Do you see the Express icon in the startup screen of Visual Studio?

Come to think of it, no I didn't. I installed IE before VS. I'll try reinstalling IE.
