I have been familiarizing myself with the MSI through the Microsoft Installation and Upgrade examples:

At the end of each tutorial, I run the validation suite through Orca and I get the following errors:
ICE23 FAIL ICE Internal Error 3. API Returned: 1601.
ICE39 FAIL ICE Internal Error 4. API Returned: 1627.
ICE39 FAIL ICE Internal Error 4. API Returned: 1627.
ICE45 FAIL ICE Internal Error 1001. API Returned: 1627.
ICE66 FAIL ICE Internal Error 1001. API Returned: 1627.
ICE73 FAIL ICE Internal Error 1001. API Returned: 1627.
ICE39 indicates a problem with the summary information stream but I see no problem with that. Here is the output for SIS:

As for the other ICE errors, well I am working on them. But if anyone has some insight as to why I could be getting these failures, I would appreciate it.
BTW: the examples run just fine inspite of the validation errors.

These are ones I get on my packages (created with WISE Installer PRO 3.53):

Like you I don't know why they appear, but I suspect a bug in the validator (I've looked for updates but as far as I can see there are none).

Yeah, I get only those four failures when I do a Win2K validation. I get the others when I do a "full" validation.

The answer to this problem is to install msival2.msi, which has the latest correct ICE.

I only use MSIVAL2, could you please tell me the dates/sizes of the files you have?

These files are out of what I believe to be the latest platform SDK (downloaded recently):

they were installed from:
Directory of C:\Program Files\MsiIntel.SDK\Tools

If you have different files (and I assume you do) where did you get them?

BTW: I am told that if you have installed Visual Studio Installer after installing Windows Installer you could be getting the wrong ICE and EXE files.

I don't suppose you could send me your "MSIVAL2.MSI" to "bareisd@anz.com"?
I don't know why MS make you install a million meg of stuff just to get a few odd tools...
I don't know where the "good" one comes from but every time I install a SDK containing it is installs an old version....
