Repackaging an Active-X Control

I'm trying to create an MSI for an Active-X plugin for IE. It's for Bacon's Media Source.
When you browse to the site, it asks you to install the control. I run a repackager snapshot before and after the install and it captures a dll and the ocx, etc.. also some registry keys.
I deleted the noise and created the MSI and install it on a test machine.. however, when I go back to the site, it's still asking for it to be installed. Obviously, repackager is missing something in its capture.
Is there a standard way of doing these types of captures? Is there something obvious that I'm missing here?

Never done this, do you need to click yes in a Verisign or any other digital certificates during the install? I suppose digital certificates could be the cause of the problem.
