I'm doing a patch update and discovered that a modified XLS file was not modified after doing the patch. It appears the original file version is 1.0.0.0 and the new file version is unversioned. By the msi rules, the unversioned does not update the versioned.

I'm confused. I thought version was a charactaristic of a resouce and only exe and dll's have file versions. There is a REVision number in xls files that may be modified through a right click in explorer on the XLS file. This has no effect.

I don't know where the version was set on the original XLS file. In a review of the installed files, some XLS files are versioned and others are not.

xls file should not have a version, and I don't think they can.
But Windows Installer has a rule that a unvirsioned file that has been modified by the user after it was installed will not be overwritten.
