Hello,
I'm trying to create a "Type 19" Custom Action
with the Custom Action wizard
Is there ANOTHER way other than Wizard? haven't found it..
Also I haven't put the right values into wizard..for the resulting Action
to have 19 as its Type.

No the Custom Action wizard doesn't enable you to create type 19 custom actions (please submit this as a feature request - hopefully they will add it in a future version if enough people complain).
You have to do this in the Direct Editor, table Custom Action.
Type = 19
Source = (blank)
Target = Your error message text, or in index into the Error table
