I add a database file to my setup and set the permissions to be modify/read&execute/read/write...I run the installation and the file gets added but only with the permissions to read&execute/read/write...there is no modify permission checked so i have to do this manually...Is there a reason for this or a way to fix it so modify is checked?

in the LockPermissions table, I have the file permissions showing as 131519
