No. There is no integrated InstallScript command to create the virtual directory.
I think you can use LaunchAppandWait on some of the IIS Admin tools that ship with the Windows NT resource kit to create virtual directories.
I put custom functions within a DLL that uses the IISAdmin COM object to get the work done.

The iisadmin.zip here on installsite can help you out.
It can be found under 'IS5/6 Samples > Network > Internet Information Server Interface'.
