WI 3.1 and Major Ugrade

Hello,

it seams to me, that the WI 3.1 no more sets the property Installed in the Execute Sequence ( (S) process ) during Major Upgrade???
If this is correct, that would be verry grave changement.

I dont think this is the case. This is set in my install using Windows Installer V3.1.
