Programmatically Controlling a File Groups Install

I would like to know if it is possible to programmatically control whether the files in a particular file group are installed or not.

Or should I use CopyFile?

File groups are not something which can be accessed by InstallScript. Only components can be accessed in this way.

Therefore, it would seem like CopyFile would be a better approach.
