Macrovision today announced how support for MSI 3 will be added to InstallShield X (Premier and Professional Editions). Apparently there will be a twofold solution:

Redistribution of the MSI 3 runtime engine will be available to all InstallShield X user. It may be required to replace certain files or edit registry entires manually to enable this.

Customers that hold a maintenance plan will receive a free Value Pack that will also make changes to the IDE in order to support new MSI 3 features such as the enhanced patching functionality. (Maintenance plans are currently available from 599 EUR* in the InstallSite Shop. A maintenance plans entitles you to one year of free upgrades and unlimited phone support.)

InstallShield is currently waiting for Microsoft to release the MSI 3 runtime redistribution package, which should happen "within weeks".
