When the user has put daggers on all features, the installation all the same will pass all stages and will be installed. How I can tell to him: "Install though something!"?
There is something like ADDLOCAL=NONE condition?

There is a SelectionNoItems Control event that you can use, or a simple way is to just have a Contol Event that is conditioned so that when the user clicks the next button, a dialog is displayed and the user cannot continue until a feature is selected.

Or you could mark at least one feature as "required" if that's appropriate for your scenario.

BTW unselecting all features is a valid maintenance action, equivalent to uninstalling.
