Hello,

Maybe, you should try the "potentially locked" set to "Yes" in the corresponding file group (I'm using the German InstallShield, so the property name might be misleading), and use the reboot option after install.
doing this, InstallShield makes a copy of your DLL with extension ".1", and the Reboot procedure will replace the files
