Hello,
On Vista,
when removing a product,
when a service, which is running, will be removed...
does someone know, why the Restart Manager throws a messagebox, that there are files in use ...
The service will be stopped and deleted at CA StopServices.
Up to InstallValidate, where the Restart Manager is started, I have no chance to stop the service, especially when running as standard user under UAC.
Is this a bug or a feature?

It's "known behaviour". Previous versions of Windows Installer didn't detect running services that are locking files. Vista's Restart Manager can now detect more running processes, including services. You could contact msiwish@microsoft.com to request a smarter behaviour. As a workaround you could use a custom action to stop the service.
