I am trying to install a package and get the error saying that I don't have permisssion. After some troubleshooting I discovered that this registry is set:
hklm\software\policies\microsoft\windows\installer\DisableMSI = dword 2

I can set it to 0 or delete it, but when I log out and back in in comes right back as a 2. Something out there is setting this when I log in and I wonder if anyone knows what that might be. I have used and administrative account and equivalents.

Is your computer part of a domain? The setting may be set via Active Directory group policy (for Windows 2000/XP) or domain system policy (for Windows NT etc).

This is easily confirmed if you are using Windows XP by selecting "Run" from the "Start" menu and running "RSOP.MSC" (Resultant Set Of Policy). This will give a GUI view of the source and effect of any applied policies
