After merging msm file into msi package (with Orca) there is an error message (while installing) ".. file cannot be found in cabinet file". When I set "extract cabinet file" option in Orca merge dialog I see successfully extracted cab with required file inside. What does it mean?

This error means that your install is trying to install a file that is not located inside the CAB file. Run an ORCA validate to see if you can find out whats missing.
Maybe the name of the file is incorrect?

I was mistaken when decided that merge action updates target package with msm cab file. Actually, I have to use ExtractCAB method to extract cab from msm then write this cab into _Streams table of the target package.
